Market leadership through large sales volumes

In order for European and US companies to become global leaders in clean technology areas these countries and areas not only need to finance research and development on a large scale. They also need to create large markets for the products that are developed in the research projects.

Research projects need to focus on getting marketable products to the market in a brief space of time and at competitive cost. Once the products are there, large markets need to be developed.

It may be seen as “fairer” if everything is done in competition, allowing different solutions to be developed in parallell, competing with each other. The market works well as a driver of incremental change, but less well for large scale dramatic transformation. Incremental change involves low risk, while dramatic transformation involves huge investments and high risk.

In order to make large scale transformation possible, so that European and US companies can become leaders in the emerging industries, we need to create both large scale planned and managed R&D programs involving large numbers of players, and large markets for the products that result from these programs.
